(ii) Australian subjects, Australian perpetual occupants or qualified New Zealand nationals; and 

(d) if the candidate is a tyke who: 

(i) has not turned 18; and 

(ii) has been received by an Australian national, an Australian perpetual inhabitant or a qualified New Zealand resident (the new parent) while abroad: 

at the season of making the application, the new parent has been living abroad for a time of no less than 12 months.
